There's a basic philosophical problem with the idea that we should be banning proprietary trading by banks. That problem being that at some point the banning of such becomes the banning of banking itself. Which, given that we'd rather like to continue to have banking itself means that we cannot just enforce on outright ban on banks' proprietary trading.
